Position Overview:
We are seeking a motivated and organized Apprenticeship & General Labor Staffing Manager to oversee the recruitment, placement, and management of apprentices and general labor staff across various projects. The ideal candidate will develop apprenticeship programs, manage the hiring process for general labor positions, and ensure workforce alignment with business needs. This role combines strategic workforce planning with hands-on staffing responsibilities to meet organizational goals effectively.
Key Responsibilities
Apprenticeship Program Development and Management
- Develop, implement, and oversee apprenticeship programs to train and develop skilled labor.
- Collaborate with supervisors, trade professionals, and training institutions to create effective learning pathways.
- Act as a mentor to apprentices, monitoring progress and addressing performance issues as needed.
- Ensure apprenticeship programs comply with all local, state, and federal regulations.
- Assess the effectiveness of apprenticeship programs and implement improvements to align with business objectives.
General Labor Staffing Operations
- Manage the full recruitment lifecycle for general labor positions, including job postings, sourcing, interviewing, and onboarding.
- Develop a pipeline of qualified general labor candidates to meet project timelines and seasonal demands.
- Partner with project managers and supervisors to understand workforce requirements and ensure positions are filled promptly.
- Handle workforce scheduling, assignments, and deployment to ensure optimal utilization of labor resources.
- Monitor staff performance and retention, providing feedback and solutions to maintain a motivated workforce.
Workforce Planning and Compliance
- Forecast staffing needs for both apprenticeships and general labor roles based on project requirements and business goals.
- Maintain accurate records for all staffing activities, including time tracking, attendance, and compliance documentation.
- Ensure compliance with employment laws and safety regulations related to general labor staffing.
Partnership Development and Outreach
- Build and maintain relationships with schools, trade organizations, and community groups to recruit apprentices and labor staff.
- Represent the organization at job fairs, career expos, and networking events to promote opportunities.
- Establish strong partnerships with internal stakeholders to align workforce planning with operational goals.
Administrative and Reporting
- Prepare and manage reports on recruitment metrics, retention rates, and apprenticeship program outcomes.
- Manage budgets related to staffing and apprenticeship programs, ensuring cost efficiency.
- Track and report progress on diversity, equity, and inclusion (DEI) initiatives within staffing efforts.
Qualifications and Requirements
- Bachelor’s degree in Human Resources, Business Administration, Workforce Development, or related field (or equivalent experience).
- 3-5 years of experience in staffing, recruitment, or apprenticeship program management, preferably in construction, manufacturing, or skilled trades.
- Strong understanding of workforce development strategies and staffing operations.
- Knowledge of employment laws and safety regulations for general labor.
- Exceptional organizational, communication, and interpersonal skills.
- Ability to multitask, prioritize, and adapt to a fast-paced work environment.
Preferred Skills
- Experience working with trade or labor unions.
- Familiarity with applicant tracking systems (ATS) and HRIS platforms.
- Certifications in workforce development, talent acquisition, or HR management (e.g., SHRM-CP, PHR).
- Proven ability to work collaboratively with diverse teams and build effective partnerships.
